Trustees’ Proclamation Honors Mark Huberman

Atty. Mark Huberman, who recently retired after a 30-year career as a Magistrate in the Mahoning County Court System, was honored with a proclamation from the Boardman Township Trustees at a recent meeting.

As a Magistrate, Mr. Huberman served in both the Mahoning County Juvenile Court and the Domestic Relations Court. He also served on the Ohio Supreme Court’s commission on the rules of practices and procedure and authored an important rules change that impacted defendants appearing before the juvenile court.

Mr. Huberman was a member and past president of the Boardman Local Board of Education for 20 years, and also served on the boards of the Youngstown Playhouse and Help Network of Northeast Ohio (then known as the Help Hotline Crisis Center, Inc.).

He will remain active in retirement as administrator of the Ohio Association of Magistrates, a statewide organization with more than 700 members representing all Ohio county courts. He will also serve as president of the National Health Association.

Tricia D’Avignon Is Named Assistant Director of Zoning and Development

The Boardman Township Zoning Department announces the appointment of Tricia D’Avignon to the position of Assistant Director of Zoning and Development.

Ms. D’Avignon holds a Bachelor of Fine Arts degree from Youngstown State University and earned a Master’s Degree in Urban Planning, Design and Development from Cleveland State University in December 2016. She most recently served as Housing Stabilization Coordinator for the Westown Community Development Corporation.

In her new position, Ms. D’Avignon will be responsible for:

  • Administering and enforcing zoning regulations and Home Rule regulations governing property maintenance
  • Developing and implementing neighborhood and community plans
  • Developing and processing case files as the Clerk for the Board of Zoning Appeals, Zoning Commission, and Site Plan Review Board

Ms. D’Avignon says she looks forward to working to advance her hometown and the greater Youngstown region, which initially inspired her interest in planning and community development.

Krista Beniston, Boardman Township Director of Zoning and Development, says “We are very excited to have someone with Tricia’s level of experience and education in Urban Planning. She will be a great asset to Boardman Township, adding additional capacity and experience to the Planning and Zoning Department.”

Grant Funds Purchase of Fire Safety Equipment

The Boardman Township Fire Department will be able to purchase 18 much-needed new SCBAs (Self-Contained Breathing Apparatus) thanks to their share of a regional FEMA AFG (Assistance to Firefighters Grant) recently awarded to six area fire departments.

An SCBA, commonly referred to as an airpack, is worn on a firefighter’s back when he or she enters a smokey environment. Its consists of a large air tank that supplies the firefighter with air, which they breathe through a mask. The tanks have a maximum service life of 15 years and then must be taken out of service. The SCBAs themselves have a service life of no more than two service standard updates, and all of the BFD’s had surpassed that.

The six area fire departments originally applied for a regional FEMA AFG in 2016 but were denied the grant. Persistence paid off, however, as they reapplied in 2017 and were awarded a total grant of $977,600. The grant pays 90% of the cost of the equipment, contingent upon a 10% match from each department. BFD’s share of the grant was $110,000, with the department contributing roughly $11,000 toward the total cost of the units.

According to Boardman Fire Chief Mark Pitzer, “The need in our department for the SCBAs was acute, so we’re very grateful to FEMA for making it possible for us to replace our old units and ensure the safety of our dedicated firefighters.”

Albert Kakascik Promoted to Captain of Police Department

Albert Kakascik, a 27-year veteran of the Boardman Police Department, has been promoted to the position of Captain.

He had previously served as a lieutenant, sergeant and patrol officer. His assignments have included patrol supervisor, detective supervisor, support services manager and 911 Manager. Currently, he is assigned as the supervisor for the detective, records and communication divisions.

Kakasckik holds a Bachelor of Science in Criminal Justice and a Master’s in Criminal Justice from Youngstown State University. He is also a graduate of the Police Executive Leadership College in Columbus, and completed the Certified Law Enforcement Executive program in 2006. Kakasckik successfully attended the FBI National Academy in Quantico, Virginia and has attended numerous in-service training courses. He has served as a Computer Voice Stress Examiner since 1997 and recently completed Critical Incident Team training at YSU.

4.6 Miles of Roads to Be Resurfaced

The Boardman Township Road Department’s 2017 Resurfacing Project will get underway on September 6.

This is a joint project undertaken with Austintown and Canfield Townships, which has resulted in a savings of construction costs. The firm of Butch & McCree was awarded the contract for the resurfacing.

Residents in affected areas will be notified of specific project dates. Parking on the street will be prohibited during the resurfacing.

The entire project is expected to be completed within 45 days. The 4.6 miles of roads in the township to be resurfaced are:

Area Law Enforcement Officials Welcome Incoming Police Chief Werth

Police and law enforcement officials from several area jurisdictions showed their support for incoming Boardman Police Chief Todd Werth at a media event on June 30, 2017. Mr. Werth will assume the duties of Chief of Police for Boardman upon the retirement of current chief Jack Nichols in January 2018.

Boardman Township Selects Todd Werth as Next Police Chief

Boardman Township Trustees have announced that Todd D. Werth has been selected as the township’s next Police Chief. Werth will assume his duties in January of 2018 following the retirement of the township’s current Police Chief, Jack Nichols.

Since May of 2013, Todd Werth has served as Supervisory Senior Resident Agent for the Youngstown office of the Federal Bureau of Investigation. He is responsible for leading and supervising the the office, which covers Trumbull, Mahoning and Columbiana counties. Personnel under his supervision include Special Agent investigators, Professional Support Staff and local law enforcement Task Force Officers.

Werth also manages and oversees sensitive investigations conducted in the areas of Violent Crime, Drugs, Gangs, Organized Crime, Public Corruption, White Collar Crime, Domestic and International Terrorism matters, and other violations of federal, state and local laws. He is responsible for ensuring all investigative, intelligence and operational actions are conducted in accordance with Department of Justice and FBI policies, as well as State and Federal laws.

Previoiusly, Werth was Cleveland FBI Training Coordinator from 2009 to 2013 and an FBI Special Agent from 1997 to 2009. He holds numerous FBI certifications including Tactical Instructor; Police Instructor; Firearms Instructor; and Adjunct Faculty Instructor in Crisis Management, Active Shooter and Criminal Investigations.

Werth is a member of several professional organizations, including the Mahoning Valley Chiefs of Police Association, Ohio Association of Chiefs of Police, International Association of Chiefs of Police and the Crime Clinic of Greater Youngstown. He is the recipient of the FBI Director’s High Impact Leadership Award and the FBI Master Instructor Award.

Todd Werth is a U.S. Army veteran and has lived in Boardman for the past 19 years with his wife and two children.

Boardman Township parking regulations

A reminder to residents that parking on the grass in any district is prohibited. All vehicles should be parked on a hard surface. Junk vehicles, vehicles without current plates, or abandoned vehicles should be kept out of sight in a garage or off-premises in order to keep the neighborhood free from the issues that come along with junk and debris.

Boardman Township also has a parking resolution that lists which streets allow parking, no parking, or just parking on one side. Anyone with any questions about their street is encouraged to call the Zoning office at 330-726-4181. To report someone parking illegally, please contact the Boardman Township Police Department at 330-726-4144.

Garage sale season is here! A reminder about signs.

The Zoning Office frequently fields calls about garage sale signs, and garage sales in general. Here is some basic information about what is permitted in the Boardman Township Zoning Resolution:

  • Garage sale signs are permitted only at the property of the garage sale. Placing signs on utility pole or any other way on public property is not permitted.
  • Garage sale signs can be no bigger than four square feet.
  • All signs should be removed within three days of the dates advertised for the sale.

A zoning permit is not needed for this kind of sign. There is no limit to the number of garage sales a person can have per year, nor is there a limitation on the hours or days permitted. As always, though, it is appreciated when consideration is given for neighbors and the community.
